President Ghani Extends Work Tenure of Afghan Parliament

H.E Mohammad Ashraf Ghani extended work tenure of Afghan parliament, after consultation with various sects of the community.  According to presidential press release, the current parliament will continue to work until results of the upcoming parliamentary elections are announced. 

According to Article 83 of Afghanistan Constitution, work tenure of the current parliament is due to end by 22 June 2015 (1 Sar

atan1394). The law further elaborates that the parliamentary elections shall be held 30 to 60 days prior to end of the parliament’s working period. 

As the work period of parliament moved towards its end, the parliamentary election could not be held due to reasons like revision of elections law and of authorities of election commissions; security conditions; and sufficient budget, thus, extension of their work tenure came under discussion.  President Mohammad Ashraf Ghani has always paid attention to views and concerns of people  in sensitive and crucial conditions; and similarly in this situation he sought people’s views to finalize decisions regarding work tenure of the parliament, conduction of parliamentary elections, inception of Election System Reform Commission and distribution process of electronic national ID cards through 12 consultative sessions an

After receiving views and opinions of all participants, the president indicated that the government is committed to determine date of parliamentary elections, however, there should be a consensus made on security, technical and political affairs of the country first. He said that finding financial means to fund the elections is government‘s responsibility and all possible ways will be tried to conduct a transparent election. He assured in regards to determination of the House of People’s election date that any related decisions will be finalized based on advices from the country’s elders and in accordance with national consensus. The president added that he has asked Independent Election Commission and UN office in Kabul to present him a report in five days on best practices and lessons learnt from past electoral experiences.  

Considering importance of citizens’ views and recommendations received by the president; based on spirit of the constitution  which lies upon continued activities of three forces, continued implementation of laws and their enforcement by defined political institutions; considering technical and financial problems that caused delay in conduction of the election; the need for required reforms in the electoral system of the country; and considering the extreme security threats that caused plentiful obstacles to the electoral process, this is to thereby put forward the following points to the esteemed nation of Afghanistan:
