Inter-Ministerial Committee to Review Challenges on Shorabak Power Plant’s Construction

An inter-ministerial committee led by Ministry of Finance consisting of ministers of Energy and Water, Foreign Affairs, Urban Development Affairs, Justice and director of Da Afghanistan Breshna Sherkat will study and review the challenges and problems in construction project of Shorabak hydroelectric power plant in Badakhshan province. 

Minister of Energy and Water Ali Ahmad Osmani presented the report on construction of Shorabak hydroelectric power plant during the cabinet meeting and elucidated the problems and challenges in implementation of the project.

Minister Osmani briefed on several issues including the manner of signing contract with a Turkish Company, the agency which funds the project, power generation capacity of the plant, evaluation of offer by Fichtner Company of Germany, lowering the contract price and enhancing the plant’s capacity based on consultations of MEW, and starting of the project implementation. Mr. Osmani talking about re-increasing the contract’s price in case additional works are done in the project, articulated that MEW hasn’t been convinced to increase the contract’s price. 

The cabinet after conducting a comprehensive review, tasked an inter-ministerial committee, led by minister of Finance, with ministers of Energy and Water, Foreign Affairs, Urban Development Affairs, Justice and the director of DABS as its members to thoroughly study and review the challenges and problems of the project taking the contract into account.

The committee, after sharing and discussing the outcomes of its review with Fichtner Company in order to solve its problems and challenges, will present its report to the cabinet meeting.
