Deputy General Directorate of Monitoring, Evaluation and Audit

Deputy General Directorate of Monitoring, Evaluation and Audit functions under Administrative Office of the President to actualize strategic objectives of AOP. The office is operational to implement the policies of Islamic Republic of Afghanistan aiming to improve the system of giving and receiving reports, to develop monitoring and evaluation procedure at the state level, and to facilitate the decision-making process for the president through completion of the processes related to organizational structure, personal and cadre affairs of state institutions; observance of financial and administrative laws and regulations; protecting public assets; providing assurance and independent, impartial and aimful consultations as well as evaluating internal control systems, identifying possible risks, administrative governance, and presenting recommendations for strengthening and further improvement of the mentioned systems. Three directorates namely Directorate of Monitoring and Evaluation, Directorate of Organizational Structure and Cadre Affairs of State and Directorate of Audit and Scrutiny are functioning under Deputy General Directorate of Monitoring, Evaluation and Audit.

The goal of DGDMEA is to improve and develop monitoring and evaluation system through generalizing experiences, monitoring and evaluating the implementation manner of the work plans of ministries and independent offices, approving and acknowledging the conducted activities of ministries and offices through practical monitoring, ensuring rule of law and regulations in financial and administrative affairs, and protection of public assets by inspection. In addition, DGDMEA put efforts in place to actualize its activities in order to ensure better and effective governance, establish well-formulated mechanisms of monitoring and evaluation at both national and local governance levels, support principle of transparency in financial and accounting affairs of AOP, and to fight corruption.  

The vision of DGDMEA is to ensure that financial, administrative and governance related affairs of Administrative Office of the President be in line with the enforceable laws and regulations, to create and promote an inclusive and effective system of standard, monitoring and evaluation at the government level, to implement planned activities of ministries and agencies according to their strategic and operational plans, to conduct internal audit on a regular, effective and standard manner, which can help the relevant office  achieve its goals through evaluation and assessment of internal control systems, managing probable risks and administrative governance.
